I don't know if our council has some special policy or not, but in the Gulf
Stream Council, POTENTIAL scouts are covered. This means an unregistered
youth who is considering membership, but is not sure yet, can camp and all
will be fully insured (at least as fully as it gets in our policies).

I agree with the intent of this, but not the strength. I would -- and have
-- allowed boys to hang around for at least a month without registering if
they chose to, including participation in all events. Most will not take
advantage of you. If someone does, we can come up with some policy on a
time limit. Usually, the boy wants to be an official part. Also, he gets
the magazine if he registers.

I'm afraid that may scare away some. It is so hard to get a walk-on as it
is, I guess I would not recommend this degree of rigidity.
