I find this idea of "NO unregistered, unaccompanied minor should EVER be
on a Scouting trip." puzzling. I am in Mid America Council, Wagon Wheel
District and am the Activities Committee. In the last 3 years in this job I
have been told by numerous district and council "old heads" both volunteer and
professionial that ANY youth can come to ANY Scout event one time unregistered
as a "recruiting tool". But this is only applicable to ONE EVENT is what we
were told so care must be taken not to abuse this rule.
Now I read here that it cannot be done. All I can say is someone is
wrong in this issue and I need to find out who because I have been getting
unregistered youth at my district events on recruiting visits. If this is
truly wrong I need to stop it. Can anyone give the definitive answer?

What's happening is obvious: what's the incentive to sign up? He's
getting full benefits without returning the form (and paying
registration, etc.?), so why bother?
The answer is also obvious: no registration, no participation. It's that
simple. >>
