A puzzler

I've got a situation I'd appreciate some advice on. My two sons, a 14
year old Life Scout, and a 12 year old 1st class Scout have a mutual
friend named Dan. Dan frequently comes to Scout meetings and on camping
trips and other outings with us. I send him home with an application,
but it never comes back. He always says he lost it. He has lost
spproximately six forms now ... I wasn't counting at first! I have also
spoken with his parents about Dan joining the Troop twice. Both times,
we left it at them saying "We'll talk about it with Dan". Then nothing.

I should note that Dan and his family are neighbors of ours, I know that
Dan frequently has a tendency to say things that aren't true to impress
his friends. I figure he needs Scouts. How do I get him to join?
Should I let him keep attending as a non-member? Any ideas about what's
going on here? What would you do?
