That change (to an annual book) was made last year. There was a 95-97 book
which was supposed to last two years, then they decided to update it
annually, so there was a 96-97 book. The problem, apparently, was that they
then decided that as long it was an annual book they would revise it on a
calendar year schedule, so the new book, instead of being 97-98, expiring
8/31, is 1998, expiring 12/31. The transitional problem was that we were
all expecting a new book about Sept. 1, but got it shortly after New Year's
instead. Actually, having it available by 1/15 (in any other year) would be
considered pretty good for a book that is effective 1/1. Its actually
earlier than any of the prior books were out when they were due out 9/1.
I've ordered mine, but haven't gotten them yet. Once I do, I am sure I will
do my annual analysis of the changes and then post them here and make them
available to the archives and the USSSP for their web page, as I have done
the last two years.
