To begin with, you may be looking to the wrong person to quote.
The BSA was not founded by Baden-Powell. We took his program,
and others, and modeled a separate program from it. It is true,
he looked at it and blessed it, but he did not design it, nor was
it ever under his control. I think if you
really examined the two programs you will see a different emphasis
taken, from the beginning, of each program. It may be more pertanent
to look to the BSA founders for quotes, than to the founder of
Scouting in Great Britian.
I am not sure if Baden-Powell ever said Scouting was a game with
a purpose. I know our founders did, and that probably should be
all that is needed for BSA Scouters. The purpose of BSA Scouting,
I think, really has not changed from it's conception.
