A Game with a Purpose? Help needed!

Hi All!

Does anyone know where the often quoted "Scouting Is a Game with a Purpose"
actually appears in Baden-Powell's writings? The closest thing I could
find in his book "Aids to Scoutmastership" was:

"SCOUTING IS A GAME for boys, under the leadership of boys, in which elder
bothers can give their younger brothers healthy environment and encourage
them to healthy activities such as will help them to develop CITIZENSHIP."

Somewhere in the 3rd Edition of the Handbook for Scoutmasters, William
Hillcourt says something like: "Scouting is a game, to us a game with a
purpose," reflecting what was once an explicit distinction between "Boy
Aims" and "Adult Aims."

I think much of what is wrong with Scouting in the United States can be
traced to cranky adults who expect children to value the "purpose" more
than the "game."

I plan on taking a "Train the Trainer" course later this month, and would
like to be prepared to explore the context of B-P's quote if asked to make
a presentation. Can anyone help?
