If National were to rule, the chances are that "some minimum uniform"
would not be their choice. Seems to me that being "in uniform" is rather

However, the difficulty lies in the definition of "uniform". I know one
Troop that insists on Scout-Issue shoes, sox, pants, shirt, kerchief,
slide, belt, and cap. If any one of these are missing, the Scout is not
"in uniform." I know other Troops where the SM would fall over laughing
about Scout-issue shoes (don't ask ME where the other troop finds 'em; I
don't see 'em in the catalog either). Many Troops consider the Scout
shirt to be their minimum REQUIRED uniform with any other pieces
individual choice -- mostly these troops have boys from
financially-challenged homes.
Regardless of whether a specific troop can find a way to meet the
financial challenge, if National were to insist on the first Troop's
standard of uniform -- the entire last Troop would quietly fold, and
40-some boys would lose the principles and aims of Scouting. This is not
a good thing.
