A 20 yr old joke about the pope and his voicing the Catholic
Church's marriage rules comes to mind. Hopefully a lover of =
Aesop will not flame me nor will scouters think I am being
terribly disrespectful in my humour.

Translating this bit of humour means find a troop way to =
replace his funding sources or Be Quiet. Do not criticize =
him one iota for his and his family's success since you or
your troop hasn't made scouting financially available to him.
Criticism or Marring HIS equipment bothers me since you =
give him and the other boys the impression HE ONLY =
has tainted money whereas he has possibly demonstrated =
greater scouting resolve than most other boys to get to where
he is by Earning HIS scouting. It also bothers me because you
probably haven't discussed marring his equipment with his parents.
As a Challenge to Your Troop, Some of the Greatest of troops
I am aware of have scout accounts and fund raisers that =
encourage ALL the boys to earn all the money they need for =
scouting for them and their families which includes equipment
and yes even a trek to Philmont. Some of these troops also have
extra equipment available or identified in their extended scout
family for new scouts that will be coming in. If you want to try
their ideas you should check with your local tax rules to make =
sure you do your best to comply, make a set of rules to govern =
disbursements and then Give a shot at: =
"We help you make a da money, and have a da best of equipment"
"We will help you obtain life long personal scouting goodies"

Find a Kind and Courteous way to bring up this smoking issue
in a ScoutMasters' Minute. Our young people are beginning once
again to increase smoking even in states where it is illegal.
Watching piles of 16 and 17 yr olds at Baseball Games chain
smoke was quite a discouragement this past summer. Campaigns =
are being waged for their buckaroos and yes I am starting
to see the reappearance of the Marlborough Cowboy Man on Federal
and State Highways and smoking glorified by the Stars of that
BOX. Even Cigars for Women are currently popular (Oh! Groucho
where is a good cigar disgusting funny man when you need him)
Talk to the family and find a kind way to ask them to find and
use another way to earn money. This might be a Tough sell, since
as a salesman, you remember you can't turn them off to scouting
i.e you have to turn them on to scouting.
My point with the second alternative is that I agree with you
that smoking is to be discouraged. My disagreement is in the =
method that you will use. Trade Offs are never easy yet they
build character in each of us.
