East Carolina Council Mystery CSP

I received an East Carolina Council shoulder patch in a trade while a youth
member in the 60s. This was before CSPs came into use. The top part of the
patch is like an old red & white community strip, but it says East Carolina
Council. The bottom of the patch says tar heels in yellow and has a heel
sticking to tar and the stars and bars flag. Can anyone ID this patch? Is
it in the Franck et all book on CSPs? Any idea of it's value? I have
