Having a separate patrol for first year scouts has been used in the LDS
Church for a long time. The reasons for doing so are different than
the reasons explained so well by others on the list, but never-the-less,
they have had a separate patrol for the 11 year olds since before I was
an 11 year old scout in 1968. Our goal at that time was to complete
all the requirements for first class prior to turning 12. Some made it,
others did not, but it provided us with an opportunity to get started
in scouting, then merge in with the older boys.
