We have encouraged our boys to be First Class long before National came
out with the idea. It works if you have an active program and provide
opportunity for boys to earn the requirements. At their first summer
camp, boys can complete many of these in the area now set aside for new
members.
I have always wondered, however, do boys stay in Scouting because they
completed First Class in a year, or do the boys who stay in Scouting
usually complete First Class in a year? When National came out with the
idea, I looked at it and wondered which is cause and which is effect.
I think that those who complete First Class in a year will be stronger
Eagles! They are the workers who want to accomplish what they set out to
do.
