It is true, the council consolidation among Choccolocco Council #1, Central
Alabama Council #2, and Tennessee Valley Council #659 is now official, but not
effective until 1 January 1998.

The new council will be known as the Greater Alabama Council #1 as previously
reported.

I want to emphasize that this was a council consolidation and a merger in the
usual sense. In fact this new organization is a one-of-kind in BSA, and
experiment that was approved by national to see how it will work. Each of the
old three councils has become a new type of organization to be known as a
division. The Choccolocco Council will be the Eastern Division, The Central
Alabama Council will be the Southern Division, and the Tennessee Valley
Council will be the Northern Division.

The new council will have the typical council structure, with an SE, President
and Executive Board. EACH DIVISION will also have a President, Executive
Board, and a yet to be named position that is more than a senior DE but less
than an SE. The President of each division will be on the over all coucil
board. The over all council will have planning oversite for the 5 Scout camps
in the new council and many of the major functions and activities. Each
Division will also plan and conduct division functions and be responsible for
fund raising for the Division. This will allow each division to respond to
the specific metropolitan area that is the seat of each division, i.e.,
Birmingham (Southern Division), Huntsville (Northern Division), and Anniston-
Oxford (Eastern Division).

Does this all sound confusing so far? I am very excited about the prospects
of this plan. I can see how it will give us the strenght and resources of a
large council, yet still maintain some of the benefits of the smaller councils
centered on a particular city.

As far as the three OA lodges are concerned, that issue is still being worked.
At first it looked like they would merge into one, but now I am not sure.
This part will not go into effect as soon, so they have more time to plan. My
bet is that the final structure of the new Lodge may somewhat reflect what the
three council did. Don't know what they may end up calling the three new
entities after the one new lodge is formed, but I do know that everyone is
leaning towards have each old lodge still provide service primarily to its
parent division, again with some joint functions. It will be interesting to
what the final outcome it.
