Last night my "phantom" Eagle Scout approached me for a SM conference for
an Eagle palm. I have gotten over any problems with the scout about his
Eagle Scout advancement, and intend to do my best to treat him the same
as the other Eagles in the Troop.

Certain adult leaders in the troop (including the advancement chairman
and the scout's father) are continually pointing out that all advancement
requirements must be met, "no more, no less".

When the scout presented his blank scout handbook, he explained that it
was a new one that did not have any information filled out. I told him I
was aware that he had to have a new one because I was the one who picked
his old one up out of the middle of the street where it lay in the rain.
He told me that his Eagle advancement date was September 16, 1997. I
told him that I would accept that date, and that I knew he had completed
enough MB's for the palm. I also told him that he needed to fill out the
book that that all of the information was available when he came up for
another palm.

I then told him that he had not met the requirements for the palm because
the requirement is "3 months" from the date of the last advancement. He
said that he had because it had been 90 days. I then pointed out that
the requirement said "3 months", not "90 days", and that there is a
difference. 3 months from September 16 would be December 16.

Please by-pass opinions that I was being "nitpicking". I am curious,
however, how many members of the list think that I was right, and how
many think that "90 days" is the same as "3 months". In my profession,
it is NOT the same, and it makes a difference.
