Interesting BoR for Eagle

I think we have missed a point here. It appears to me that the candidate
assumed that he was somehow dropped from the registration immediately upon
his 18th birthday. This is not the case. A person 18 stays on the
registration records until the next recharter. At that time, a new
application is submitted. You can change the registration anytime after
birthday 18, but it is not required until recharter. At least this is the
procedure given to me by my council. I am wondering if his statement
might just be an excuse to not wear the uniform....
