There is a problem with this: how do you define "does not contribute"? -
what if they attend some fundraising events and not others?
My Venture Unit holds a Car Wash every month to raise money, which is split
3:1 between the summer expedition and general expenditure. We have tried in
the past to charge the people who do not turn up extra, but it proved very
difficult - if the amount is too small it is no deterent and if too large,
they refuse to pay it. Also, many have good reasons to be absent (eg
attending other scouting events, working, etc.), but how do you decide fairly
what a good reason is?
We tried calculating how much profit we made per person who turned up and
charging the other people this amount, but if they missed several, they ended
up with a very large bill and (quite reasonably) refused to pay it.
Another issue which is often raised is that not everyone goes on the summer
expedition, but everyone is expected to turn up to fundraising events (this
is where the 3:1 split originated from).
How do other Groups deal with these issues? - any suggestions appreciated!
