Jon,
IMHO, you're best resource for help with the job you are about to
undertake is Wood Badge training, assuming you haven't done that yet.
Not only will it give you skill training and resource info, but also
incites into the finer aspects of building and enhancing your Program.
You will also come in contact with perhaps 50+ scouters, in training and
staff, who can serve as an invaluable (local) resource for ideas and
assistance, an instant network of ideas and experience to draw on when
you feel like you want to throw up your hands in frustration.
Other good resources are "Woods Wisdom" which give you a written plan to
model your program on and your Roundtable meetings where, again, you can
draw on the experience and support of your fellow SMs when you need
advice and council. And, of course, there's always us...."the
roundtable that never ends"!!
