With many troops and packs sponsored by the same organization it would seem
that, practically, a better job could be done by a single commissioner for
both the pack and the troop. He could help with the Webelos/Boy Scout
transition and would know the pack leaders as they are moving up to Boy
Scouts to help that transition. YiS
