Some more info....
The adult leadership has tried diligently for the last 1 1/2 years. He is
12 1/2. He was suspended for 60 days once. He has had several run-ins with
council leadership. He has slowed down the troops growth :
Janurary 1996:
number of new first class scouts: 8 average time since joining: 3 months.
December 1998: number of new First Class scouts:1 average time since
joining: 5 months
As you see I am going to try some of your advice and some of it I hope
works.
