I support what Doug stated and add that in addition to giving all the boys
an opportunity to participate in a flag ceremony, reinforce respect for the
flag and patriotism but don't be overly concerned for precision in marching
and commands. The boys are too young and scouting is not a military
organization, so don't expect to develop a drill team.
As to the color guard: Two flag bearers (American & Pack) and two guards
and a leader (boy). Guards should march up on either side of the flags
(American on its own right) or directly behind the flags. Upon posting the
colors, the guards can help guide the pole into the stand while the bearer
watches the flag as he puts it in the stand and then both stand back facing
the flag until dismissed.
<A Simple Ceremony>
Leader (in front of Pack): COLOR GUARD FORWARD (MARCH).
Color guard march forward with flags. No need to command turns.
Leader (as American flag approaches back of assembled group): ALL RISE.
HAND SALUTE.
Leader (as flags arrive at front of assembly): COLOR GUARD HALT. POST COLORS.
Color guard splits-(guard and American flag crosses in front of Pack flag
with guard) guard and bearer go to flag stand and place pole in stand and
then face flag at attention.
Leader: THE PLEDGE OF ALLEGIANCE
All repeat the Pledge of Allegiance
Leader: TWO
All drop salute
Leader: COLOR GUARD DISMISSED
Color guard turn and march back out as they came in and return to their
places.
