Jeopardy Idea???

I think Jan (can't remember) gave a really good idea for Webelos about
using a Jeopardy type game to learn all the Citizen information. Well, I
made a board with 4 categories and 4 questions each with about 6 bonus
questions. It looks really neat. I used colored index cards. Green ones
for the $ amounts on top. My question now is...any ideas on how I have
the boys answer these? We don't have _buzzers_. I'm trying to figure out
a *fair* way to do this but my head is just STUCK.

Any brilliant ideas out there????
