Does "member" mean "registered"?

In the discussion about Boards of Review the phrase
"registered committee member" (or close to that) was used.
The Advancement Policies and Procedures uses the
phrase "members of the troop committee". Does that mean
only registered members? We sometimes say that all parents
are automatically considered members of the committee.
