I want to echo Bruce Donato's comments about involving the committee.
There is, in my opinion, a good reason why the committee has to sign off
on the Eagle application; they too must agree that the candidate is
deserving. The committee will invariably have a somewhat different
perspective than the SM. Usually, it will be consonant, but sometimes
it isn't. In either case, the dialogue between committee and SM can
help in doing the right thing, whatever it may be, for thiss young man.
In terms of shedding a bad light on Scouting, though, I wouldn't worry
so much about the decision. AGain, focus on doing the right thing to
help this young man grow. Scouting works "one boy at a time." This may
mean holding a Scout back, it may mean pushing him forward, it may mean
finding him another troop or post, and I suspect it may even be
supporting him in a decision to drop out of Scouting. Not easy, but, I
suspect, the best approach for both this boy and Scouting in general.
