A new kind of Pack

Hi there;
Happy Thanksgiving to you all!
My district is trying out something new. Well, not entirely new, they
tried it about five years ago and it failed.
We have a place called Boysville. It is a farm and a place for boys that
have troubled families. These boys are not in trouble beyond the fact that
they were abused or abandoned or taken from families. They live in group
homes.
We have been invited to start a Pack and a troop. Each position is
going to be taken by a veteran from another Pack because the house parents
are not to be bothered by us. If they want to help they can, but they have a
lot to do on their own.
Has anyone ever done anything like this? Can anyone offer any advice?
This will be in addition to our own Packs and other duties.
