I was a SM for 10 years and never once asked for or received a letter of
recommendation for the Eagle candidate. I agree with BSA policy. They are
wanting information outside of Scouting. The SM has no need to have this
information. The SM has done his job in the troop and has prepared him for
his BOR. The other info should go to the Eagle BOR committee.

Here I go to the Book again:
Page 17, #7, last sentence: "Reference checks that are returned with the
application are confidential, and their contents are not to be disclosed to
any person who is not a member of the board of review".
Page 15, last sentence: "Unit leaders, assistant unit leaders, relatives, or
guardians may not serve as members of a Scout's board of review".
That said, I disagree. In almost 26 years I have never seen a letter of
recommendation for an Eagle candidate that was not a glowing tribute. Would
you pick someone who would flame you? If I read the letters first I would
bring a telephone booth to watch the candidate change to his "S" costume.
IMO, assuming he passes the board, the letters should be displayed at his
CoH and placed in a scrapbook for his kids and grandkids to see.
