Mark,
According to the Scoutmaster's Handbook, a JASM must be at least 16 years
old. Okay, that was easy. Now for the hard part: What do you do with a 14
year old former SPL? Make him a Troop Guide. There are several other
positions he could hold that would give him the opportunity to show
leadership, but Troop Guide would be my choice. You said you have a young
troop, but you didn't say how big the troop was, or if you were expecting a
bunch of new Scouts soon. Making your former SPL a Troop Guide will allow
him to still be very active in the leadership of the troop (I'm guessing
you don't want to loose him), and his experience will serve him well with a
new Scout patrol. If you don't have a new Scout patrol, or aren't
expecting one soon, ask him if he'd like to serve as a Webelos Den Chief in
a local pack. When the Webelos are ready to migrate, he'll be there to
point them in the right direction and may even want to be their Troop
Guide.

That'll take care of close to two years (possibly) and then he'll be ready
to move on to JASM.
