Not exactly what you want to know but, have you called your local
council office to see what the current Philmont planning guide (Council
and Unit Planning Guide?)has to say? You could get a copy, see for
yourself what it says, and then be properly "armed for battle" (or
court).
OTOH, this IS the Internet and if what you want are stories, hearsay,
opinions, urban (or should I say Philmont) legends, etc., you're bound
to get them. This should be a fun thread.
