The answer to your questions, is IMHO the same as the answer
to many of the questions on running a troop/district/council:
"What do YOU want to do?".
This is the great luxury and heritage of BSA; there are no
rules on how you run things, outside of the rules and
requirements explicitly set by National. Yes national has
provided helps, hints, and ideas or guidelines in the various
resources, but we, the working level volunteers have a wide
latitude in how we implement.
Our troop convenes BoR's (except Eagle) at the drop of a hat,
during the troop meeting, provided that there are at least the
required 3 adults available, and the BoR doesn't disrupt the
rest of the troop meeting. We try to limit the number of adults
to 3 or 4 just to avoid "ganging up on the boy". We try to
include at least one new adult, that has not done very many
BoR's so that we can pass on the troop style of BoR.
"What do YOU want to do? What best fits the style of
troop you are working with."
