Actually, the YP rule is that ONE youth can never be alone with ONE adult.
There must always be a third PERSON present, but that person can be
either another YOUTH or another ADULT. Thus, as long as either the
counselor OR the Scout supplies at least one other person, YP is covered.
In fact, the feeling is that ANY third party will prevent both the abuse
AND the improper claim of abuse. Most people will not attempt either
abuse OR blackmail if they know there were ANY witnesses.

This is the two deep leadership requirement, which is different from the
YP requirement, and while there need to be two ADULTS (with certain age
and registration qualifications) for most outings to happen, there need
not be two youth. Two adults can have an outing with one youth, although
I'm not sure how much of an outing it would be. :-)

This is true, but is solved by having the one adult drive at least two
youth.
