Others have addressed (adequately) the participation issue, but I am
wondering what the boys mean by 'receiving their Eagle through the troop'?
If they mean a troop ECOH, then perhaps the issue should be brought to the
Patrol Leaders Council and let the younger scouts decide if they want to
participate in the ceremony.

If the troop PLC decides, let their decision stand and keep the adults out
of it. If a boy has earned Eagle by the rules, it should be awarded. Why
should the adults get involved in which unit hosts the ECOH. In fact, if
the Post hosts the ceremony, the scouts from the troop could still be
invited to participate.
