Now that you've made yourself more clear, if I can paraphrase, you want
to turn the S'how scout spirit requirement" into a "attend troop
meetings" requirement. Only problem is, there is no "attend troop
meetings" requirement for Eagle. And, if I recall correctly, the "show
Scout Spirit" requirement refers to "everyday life," not to troop
meetings. I don't have the language before me, and for that I apoligize.

If these scouts have met the requirements for Eagle, then they should get
their Eagle. Remember the "nothing more, nothing less" phrase from the
requirements book.
