The UHF/VHF business bands work well. Our troop uses them to travel and
at scout camps. If you have a lot of extra money, consider a moble
repeater to more than tripple you range, we have a solar powered one
with a gen. back-up. We have had sucess with the Motorola Radius series
of radios. A cheaper alternative is to also get portabel voice pagers
about $75 each to give to every PL and ASM instead of the $2-400 radios.
These are activated by a key pad at a base station, a messages is said a
the base station and is then recived by the pager. You may also be able
to get cheap $10-15 voice pagers from Fire Departments.

When building a radio system. I would get a radio fror the SM, 2nd ASM,
SPL and any 1st aid types. Then build out and get them for all the ASMs,
ASPLS, Quartermaster, PLs ect.
