Charlie,
You need to pick up a copy of the "Guide to Safe Scouting" at your service
center. It covers all the questions you've asked and would be a lot more
complete than any answer you get here. For instance, I know scouts can
engage in flying activities, but the GTSS has all the specific details,
including the special forms that need to be filed.

Every unit should have one on hand.
