You're both right: the DE's job is to worry about BSA's liability. Your
job is to worry about scout safety. The SSD is for you to use, and
having someone else's program in place doesn't negate your
responsiblity. Use the SSD whenever your scouts are swimming. The
training doesn't give any exceptions for public pools. Don't make up any
for yourself.
