Well it's time with this issue to bring on the adult.
Put an adult male, hopefully a health care professional =
in the shower. Someone can stand outside and listen to
him to prevent hazing/horseplay by the adult.
The boys must check themselves and worrying about rules,
legality, threatening, or training them doesn't make sense
where medical safety is important. They are at risk and still =
want to scout so give them a hand and bend a rule or make
a new one.
Notify the parents, have them sign waivers, and invite them =
to come to camp and do the inspection with their own child.
Get an adult in those showers.

P.S. If I remember correctly DE (Deleware) was the first state
to ratify the US Constitution. Many others discussed forever =
whereas DE made the decision quickly.=
