Terry, the MBs can be earned at any time. He must still mean the time
requirement and the demonstration of leadership. Having 55 MBs means he
already
has 34 beyond eagle. This would qualify him for 6 (almost 7) palms as long as
he remains active for at least 18 months (3 months for each palm). At that
point he would be qualified to wear 2 Silver Palms on his Eagle Medal.
