? eagle Palms

My kid had a total of 55 merit badges on his sash when he
earned his Eagle this last May. Most of the scouts have the
bare minimum or a few extra. Do the badges that he earned
before his Eagle ( the extra 20 or so ) count towards a palm or
does he have to earn the 5 more making a total of 60 now?
This would seem like a penalty to him for working harder than
the others before his Eagle. What do other Troops do and what
is standard policy? If one must earn 21, than only need 26 for a
palm, does this seem fair to the scout that earned the 21 plus
26 additional just to get to Eagle and now must still earn 5
more?
