John is speaking of the BSA Advancement Policies and Procedures booklet;
this is a 8x11 three-holed booklet designed for the Council Advancement

....You are BY DEFAULT members of your District's Committee of the same
scope. For instance, Advancement Committeemembers at the unit level are BY
DEFAULT members of the District's Advancement Committee. Lots of
DEs/DDs and even some of your fellow Scouters WON'T TELL YOU THIS because
they are under some "idea" (I started to insert "stupid" before "idea", but
I held off....they may not be stupid, just unaware) that all
District Scouters must be "nominated" or "appointed".
The District is composed of its units, and the District's Committee is
composed of those unit-level committeemembers AND officers elected and or
appointed by the District's leadership (or, in the case of the District
Committee Chair and Commissioner, elected by members-at-large and Chartered
Organizational Representatives). By your registration as a unit
committeemember, you are in essence, a part of the District in which your
unit belongs (which is a subset of the local Council's operating committeee).
"BY DEFAULT" means just that....unless your District DOES appoint each and
every member of each and every subcommittee, your unit's "reps" should be
going to the District Committee meetings each month.

As you stated, the current one "expired" at the end of August, 1997. The
book you speak of has all of the _Boy_Scout_ requirements in it. Maybe
I'll make a book that has ALL of the requirements of ALL of the BSA's awards
and items in it! It's a good idea....
The "yellow booklet" is called "Boy Scout Advancement", Mike. It was due to
hit your Council Service Center or Scout Shop{tm} yesterday or today. I
would give it until Monday. The cover will state "1997-99" on it. We don't
have any here, but there's a sign that says that they will be at our Council
Service Center starting on Monday. I drove out to one of our Council's
uniform distributors this morning (before getting too sick to do anything
else; ear infection!) and they didn't have the new copies either.
The BSA is WAY BEHIND with most of their publications, and most of them
won't be available until later on this month or toward the middle of November.

The stock number for the Boy Scout Advancement Booklet (the yellow one with
the rank patches on the cover) is # 33218
The stock number for the Advancement Guidelines and Committee Guide booklet
is #33088. As far as I'm aware, the 1998 version of this booklet hasn't
made it to the local Council yet. I'm still using the 1996 version and nah,
I haven't thrown the older versions away as the inside cover told me to do.
Something about "keeping everything" keeps me from doing it!
