No, Mike, I think he was referring to "National BSA Advancement Policies and
Procedures" which got this new title with the 1997 edition which was
released about a month ago. It replaces the older version which had a gray
or tan cover over the years. This one is red, white, and blue.
I agree that nobody has seen the 97/98 edition of the requirements book, and
as of a couple of days ago national supply didn't even have a catalogue
number for it yet, so it might be a while.
