Pen a letter? Try talking to him/her/them, one at a time and
privately. First, I'd recite what you were told, and request
confirmation or denial that they were smoking, then confirm they knew of
the policy, and that it applied to that situation. I'd then discuss the
meaning of "setting the example" and "obedient" and ask them to confirm
that there will be no repeat. If they give you flack, be clear that if
there's a repeat, they will be removed, and follow up with a letter to
that effect.
