Your District Rep IS wrong. You have correctly cited National's policy on
this:
There is NO deadline to completing a merit badge so long as it is completed
before the scout's 18th birthday.
{only exceptions are those merit badges with explicit time requirements
stated in the badge, such as Personal Management}
