Re: 2nd & 1st Class Swimming Requirements

On the Scout Handbook pages which list the 2nd & 1st Class swimming
requirments, a footnote states, "This requirement may be waived by the
troop committee for medical or safety reasons."
Every now and then, our troop has a boy who can't satisfy the 2nd and/or
1st Class swimming requirments. Using "safety" as the reason, our troop
committee has a long-standing policy to waive the swimming requirments
for these boys.
The next step is to encourage each non-swimmer to learn to swim at
summer camp, during troop swims or on his own. In eleven years, I've
never known a boy who eventually didn't become a swimmer.
