Whoever said it, I'd like to opine that the difference between a
practical joke and hazing is almost entirely dependent on whether
you are the do-er or the do-ee. If I try to pick up a wallet super-glued
to the floor, from the perspective of the fella who glued it down it's a
practical joke, but from my point of view it's humiliating.
There is also a difference between initiation and hazing/practical
jokes.
Before anyone supports one and decries the other, let's get the
definitions on the table and the distinctions ironed out.
