I don't agree with your pack's policy of awarding the belt loops only
once to a Cub Scout when Cubs are allowed to receive them at each level
of Cubs, if they so desire. And I don't believe this is in agreement
with the founding principles of the Cub Scout Sports Program. Cubs in
my pack earn the archery, BB shooting, and fishing belt loops annually
at day camp, while most others earn the soccer, baseball & basketball
from their city league participation. This does seem redundant at
times, yet the boys are playing on higher levels each year and learning
new skills involved with their sports. Therefore, the belt loops are
awarded.
The cost of multiple issues of belt loops can be a problem within packs
becuase they add up so fast, but that shouldn't be the reason for not
issuing an award to a Cub who has earned it. This may mean an added
cost at recharter/registration time or additional family involvement on
a fund raiser or parents paying for the awards (as long as they know
inadvance they will have to do so if their sons earn more than one per
sport).
