That's fine as long as the SCOUTMASTER is the one who decides just to allow
the Scouts to select ANY counselor off the district list, but that is the
SCOUTMASTERS decision. Very often I will do the same thing with the Scouts
in my troop, but it is MY choice as the one the SM has designated to supply
the names of counselors.
As to the Scout recruiting counselors, that is also fine as long as they
register as such.
In all cases the Scout is the one who is supposed to contact the counselor
to set up the appointment. The only question here is WHO supplies the name.
I still contend that the SM is the ONLY person who has that authority. If
he chooses to fulfill that responsibility by allowing the Scout to choose,
then so be it.
