The "Introduction to Merit Badges" in the requirements book says: "Your
Scoutmaster will give you the name of a person from a list of counselors."
And, the Advancement Guidelines book references the requirements book as the
location of the procedures.
Thus, the RESPONSIBILITY for the selection of the counselor rests with the
Scoutmaster. However, unless there is a particular reason for not doing so,
in most cases the Scoutmaster will almost certainly allow the Scout to use
the counselor he wishes. But the point is that he doesn't HAVE to, so that
if he believes the Scout would be better served by using a different
counselor, that is his prerogative.
Understand, that none of this should be confrontational because everyone in
this program should be working towards the same end.
