For all my troop merit badge counselors (parent and non parent), I have
them go through the MERIT BADGE COUNSELOR ORIENTATION - SUPPLEMENTAL ADULT
LEADER TRAINING #34542 1995 Printing.
At this orientation they also get a copy of Recommending Merit Badge
Counselors No 6532 and Merit Badge Counseling No 34520.
All merit badge counselor complete the adult application (no fee) and
applications are sent to the council office so that they are "registered".
Counselors fill out an for call BSA Merit Badge Counselor Information No.
4405A 1988 printing.
With a set training program this should limit any problems.
Parent's in my troop once they have "signed up" as a counselor realize that
they are there for all boys no matter the merit badge.
It has been my goal as SM that the Troop merit badge list, at least for the
Eagle required be 2-3 deep.

On the BSA Merit Badge Counselor Information form there is a listing for 7
merit badges.
It is my personal feeling only if someone can help with more that 7, then
they need to be Assistant Scoutmaster or committee member.
