One rule of thumb I use, since an Eagle project is supposed to involve a
demonstration of leadership, is that a project simply be too large in scope
for any one person to do by himself. I set up and maintain one such website
by my lonesome self (http://www.mccall.id.us) and do not think it would
constitute an Eagle project -- unless maybe the boy was in a computer
Explorer Post and the whole post was collaborating under his direction in
some massive effort putting a site like mine to shame.
