SM & MB Assignment?

On the MB thread..
I read several references of the SM giving the Scout the name of the MB
councilor. Is this the required procedure? or If a Scout knows a MB
councilor can he present that person as the one he wants to work with and
that's the end of it?
For the purposes of patience and good intentions, let's scenario this as
the MB councilor being on the official list and having a fine reputation as
a councilor...
