First off, we at Scouts-L have no authority to "approve" anything in
the advancement program.
Secondly, no one other than National Council has the authority to
change advancement policy.
National makes clear that no one has the authority to change any part
of the advancement policies of the BSA. Merit badges are part of Boy
Scout advancement, thus counseling them is also a part of the BSA
advancement policy.
The pamphlet "National Advancement Policies and Procedures" #33088A
covers all of this for us. See inside the front cover and page 5.
This policy guide also tells us that there are NO, NONE, ZIP
restrictions on the number of badges a person may counsel (see page
10). Page 10 also tells us there are NO, NONE, ZIP restrictions
placed on parents in counseling their son(s) nor are there any
restrictions on the number of badges a Scout may earn from any one
counselor.
No matter how many ways we look at this, no matter how many "dynamic"
methods and techniques we come up with to "protect" Scouts from
perceived inequities from parental counselors, the bottom line is in
doing so one violates a specific policy of the BSA - no one has the
authority to modify in any way the BSA advancement policies and
procedures.
Boy, we seem to be beating this one to death this summer.
