Well, yes, it will always take official regs a year or more to catch up
to research. First, the general public has become aware of the research
results; then the general public has to internalize those results; then
the general public needs to start asking that those results be
incorporated into daily life; at which point someone realizes that the
regulations or law _prevents_ that happening; then several someones have
to work together to convince the governing body that the regs _need_ to
be changed; and finally a committee has to agree on the best way to word
the change. And you know how committees are. <G>
